Fiber paper is fairly stable as opposed to thinfire. I wouldn’t expect fibers to be entrapped within the matrix of the block if it is used. The main concern would be more texture for the fiber to embed into. All of the fibers must be removed before proceeding to the next step. So yes, you could use it. But you’ll have more coldworking labor to remove the fibers in deeper textures and the fiber paper cost is much higher than the tried-n-true primer.
